M27 Junction 10 Improvement Scheme

Travel alert:  M27 Junction 9-10 eastbound and Junction 11-9 westbound overnight lane closures

As part of the ongoing M27 Junction 10 improvement works to support the Welborne Garden Village development near Fareham, some full and partial overnight lane closures on the M27 are required. Some of these closures will be limited to between Junctions 9 and 10, while others will extend between Junctions 9 and 11.

This traffic management is necessary to safely reduce the number of lanes on the motorway from four to three. This ensures the safety of passing motorway users and also construction staff working on the embankments, particularly around the area of the new underpass, ahead of sheet piling works due to take place in the next couple of months.

 The lane reduction on this section of the M27 will be in place for approximately 12 months.

 M27 eastbound and westbound overnight Lane 1, 2 and 3 closures will take place as required (Lane 4 will remain open for traffic):

  • Monday 17 to Thursday 20 March between 9pm and 6am.
  • Monday 24 to Wednesday 26 March to between 9pm and 6am.

 This work will allow surveys to be carried out along with the installation of CCTV cameras.

Additional Lane Closures between 9pm and 6am

  • Sunday 30 March – westbound lane 4 closure for drainage surveys.
  • Monday 31 March – eastbound lane closures 1,2 and 3 for barrier installation.
  • Tuesday 1 April – westbound lane closures 1, 2 and 3 for barrier installation.
  • Monday 7 April to Wednesday 9 April - westbound lane closures 1 and 2 for the delivery of sheet piles construction materials.

Full Overnight Closures 

Eastbound 

M27 eastbound full overnight closure between junctions 9 and 11 (between Whiteley and Fareham) will take place:

  • Sunday 30 March between 9pm and 6am (Monday 31 March) for one night.
    • (Thursday 3 April between 9pm and 6am (Friday 4 April) for one night as a contingency if needed).

The works will enable the closure of Lane 1 between the junctions, along with the installation of a 50-mph speed restriction, and safety cameras.

Westbound

M27 westbound full overnight closure between junctions 11 and 9 (between Fareham and Whiteley) will take place:

  • Monday 31 March between 9pm and 6am (Tuesday 1 April) for one night.
    • (Friday 4 April between 9pm and 6am (Saturday 5 April) for one night as a contingency if needed).

The works will enable the closure of Lane 1 between the junctions, along with the installation of a 50-mph speed restriction, and safety cameras.

Christmas 2025 - Closure of M27 J9-J11

Over the Christmas period this year, a new underpass will be installed beneath the M27 just west of the existing A32 overbridge, north of Fareham. The underpass will be pre-constructed as a concrete box on land next to and just north of the motorway which will be ‘slid’ into position using an innovative ‘box slide’ engineering approach. 

This method significantly shortens the construction time and will reduce the length of disruption to motorway users but will require a full closure of the M27 between Junction 9 and 11 over the Christmas 2025 and New Year period during the school holidays when traffic volumes are lower. 

Closure dates and travel advice will be provided in advance of this important phase of the scheme once the work plans are finalised.   

Upcoming Night Works

We would like to provide advance notice of night works which are currently being programmed for summer 2025. The A32 Junction with the western end of Pook Lane will be closed however access to Pook Lane from the M27 Junction 11 and the eastern end will still be possible. The works to construct the new A32 Broadway roundabout, which has been taking place in the field to the west of the A32, will enable changes to be made to the traffic management measures that are currently in place on the A32 north of the M27. The exact dates and details of the traffic management needed will be published in the next e-bulletin update.

Scheme Progress 

This month work is ramping up to create a new link road north of the motorway to provide access to the area which will be used to create and slide the concrete box into position beneath the motorway. The ‘guide slab’ to enable the concrete box to be moved into place is now being constructed.

The M27 Junction 10 improvement involves the provision of three new slip roads to facilitate an ‘all moves’ arrangement, along with a new motorway underpass to the west of the existing motorway junction and the construction of a new dual carriageway to link the new slip roads to the existing road network. These highway improvements will make a very significant contribution to the local economy, enabling much needed new housing, amenities and jobs at Welborne Garden Village.
